Abstract
Public policy making, the domain of governance, meets its nemesis in implementation. Though many factors can be held responsible for its failure, leadership and networks can be crucial. Relying as it does on networks to implement policy, leadership role can have far reaching ramifications in policy success or otherwise. This research attempts to empirically test that role in the background of the implementation challenges faced by implementers of the flagship welfare scheme of the Government of India, the Mahatma Gandhi Rural Employment Guarantee Scheme-2005.
